The Sayer of the Law is Dr Moreau's appointed "conscience" of the Beast People, who constantly preaches "The Father's" (Moreau) laws to them.

Moreau's violent death throws the islanders into complete confusion. "Is there still Law?" they ask.
"Yes, there is still Law," replies the Sayer. "His spirit is watching over us, we must wait for a sign."

In the aftermath of the horrific violence which follows Moreau's death, the Sayer of the Law has gained new wisdom as he tells Edward Douglas, "We have to be what we are, not what the Father tried to make us. To go on two legs is very hard; perhaps four is better anyway."
